CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state:-


(a) the schemes which are presently covered by Direct Benefit Transfer (DBT) Scheme;
(b) whether food subsidies are being planned to be bought under the DBT scheme, and if so, the details regarding the timeframe and schemes being targeted for the purpose;
(c) whether the High Level Committee on the Food Corporation of India (FCI) recommended the introduction of direct cash transfers in the Public Distribution System (PDS) and if so, the details thereof;
(d) whether the Economic Survey of India identified Biometrically Authenticated Physical Uptake (BAPU) as a better alternative to enable transfers of targeted subsidies, including subsidies for individuals living Below Poverty Line (BPL), and if so, the details thereof indicating whether the government is considering the introduction of the BAPU system to bring targeted Beneficiaries under the PDS for Direct benefit Transfer, especially when 51 percent of the beneficiaries are vulnerable to exclusion from the scheme;
(e) the percentage of leakages of the essential commodities, particularly, the grains, wheat and rice, which were distributed through the PDS in the last three years, State/UT-wise; and
(f) whether the Government has any proposal to dismantle the Food Corporation of India, where the essential commodities are stored for months and years, in view of the fact that the leakages in the storage are rather high and that the storage for many months and years fuels the growth of inflation rather than containing if so, the details thereof?

(a): Total 78 schemes are covered under Direct Benefit Transfer (DBT) across 17 Ministries/Departments. The list of the scheme is annexed.

(b): The DBT for foodgrains is being implemented as per the ‘Cash Transfer of Food Subsidy Rules, 2015’. As the rules which was notified on 21-08-2015 under the National Food Security Act, 2013, scheme of providing food subsidy in cash into the bank account of entitled households to enable them to purchase foodgrains from open market, may be taken up in the identified areas for which there is a written consent of the State Govt./UT Administration. Currently, with the consent of UTs, the scheme has been implemented in Chandigarh and Puducherry w.e.f 01.09.2015 and it has also been partially implemented in Dadra & Nagar Haveli from 01.03.2016.
(c): High level committee (HLC) recommended gradual introduction of cash transfer in PDS, starting with the large cities with more than 1 million population; extending it to grain surplus states, and then giving option to deficit states to opt for cash or physical grain distribution. It is identified as more cost effective way to help the poor, without much distortion in the production basket, and in line with the best international practices. Cash transfers can be indexed with overall price level to protect the amount of real income transfers, given in the name of lady of the house, and routed through Prime Minister’s Jan-Dhan Yojana (PMJDY) and dovetailing Aadhaar and Unique Identification (UID) number. This will empower the consumers, plug high leakages in the PDS, save resources, and it can be rolled out over the next 2-3 years.
(d): In PDS, DBT is being implemented in two ways i) Cash Transfer of food subsidy into bank account of beneficiaries ii) DBT in-kind means Automation of Fair Price Shops. The distribution of foodgrains are being undertaken to targeted beneficiaries Antodaya Ann Yojana (AAY) and Priority Households (PHH) categories- as identified by States/UTs as per the guidelines and rules given under National Food Security Act 2013 through distribution of subsidized foodgrains after authentication, preferably biometric, of beneficiary details using electronic Point of Sale (e-PoS) machines/devices capable of Aadhaar based biometric authentication. Further, in case of Direct Cash Transfers of food subsidies in the 3 UTs of Chandigarh, Puducherry and Dadra & Nagar Haveli almost 95% of Cash Transfers are currently being done through Aadhaar Payments Bridge (APB).
(e) Targeted Public Distribution System (TPDS) is operated under the joint responsibility of the Central and the State/Union Territory (UT) Governments wherein operational responsibilities for allocation of foodgrains within the States/UTs, identification of eligible families, issuance of ration cards to them and supervision over and monitoring of functioning of Fair Price Shops (FPSs) rest with the concerned State/UT Governments. There have been reports about irregularities in implementation of TPDS in certain regions/States in the country. As and when complaints are received by the Government from individuals and organizations as well as through press reports, they are sent to State/UT Governments concerned for inquiry and appropriate action.
(f): There is no such proposal to dismantle the Food Corporation of India (FCI).
