Monitoring of Development Schemes for Minorities

Will the Minister of MINORITYAFFAIRS be pleased to state:
(a) the total funds allotted for research/studies, monitoring and evaluation of development schemes for minorities since 2014, year-wise; (b) the percentage of utilization of such funds since 2014, year-wise; (c) whether the schemes have met its targets, if any; (d) if so, the details thereof; and (e) if not, the reasons therefor?

(a) & (b): The details of total funds allotted for the Scheme of “Research / Studies, Evaluation and Monitoring of Development Schemes, including Publicity” and the percentage of utilization of such funds under the scheme since 2014-15 to 2018-19, year-wise, are as under:- (Rs. in Crore) Financial Year Funds Allotted Expenditure Percentage of BE RE Utilization of Funds 2014-15 45.00 32.75 32.24 98.44 2015-16 45.25 45.25 44.22 97.72 2016-17 45.00 50.00 46.78 93.56 2017-18 50.00 50.00 50.04 100.08 2018-19 55.00 61.50 54.60 88.78 Total 240.25 239.50 227.88 95.15 (c) to (e): The scheme of Research/Studies, Monitoring and Evaluation of Development Schemes including Publicity’ of the Ministry is aimed at generating information and database on problems and requirements of Minorities through Operation Research/ Market Research/ Action Research, collecting information about development deficits through Baseline Surveys, carrying out concurrent Monitoring of schemes being implemented by the Ministry, formulating Annual Media Plan and carrying out IEC activities through Multi media campaign involving Print media, electronic media and Outdoor Publicity for dissemination of information to generate awareness relating to schemes/ programmes and initiatives for Minorities, giving wider publicity to all ongoing schemes of this Ministry and supporting organization for workshops/ seminars/ Conferences on the subjects relevant to minorities. The said research work and workshops/ seminars/ conferences are conducted/ organized through selected Organizations/ Institutions/ Councils/ Civil Societies/ Universities including Deemed Universities, Reputed Institutions of higher learning, Autonomous Bodies/ Market Research Agencies and Registered Bodies of professionals which have the expertise and are willing to undertake such activities. The scheme has significantly achieved its target and has created positive impact on the targeted beneficiaries which has resulted in increase in the number of applications received in case of the three scholarship schemes, namely, Pre-matric, Post-matric and Merit-cum-Means based scholarship schemes, of this Ministry. Similarly, other schemes of the Ministry have also been benefitted through positive impact on the targeted groups through the nationwide awareness campaigns.
