Will the Minister of



CIVIL AVIATION be pleased to state:-


(a) whether the Government has received any representation of the major domestic pilots'' unions such as National Aviator''s Guild (NAG) and Indian Pilots Guild and Indian Commercial Pilots Association (ICPA), regarding the changes made to the period of leave notice for commanders;

(b) if so, the details thereof, including whether or not, such unions were included in the discussions with the Directorate General of Civil Aviation''s (DGCA),

(c) if not, the reasons therefor; and

(d) the details and reasons behind the DGCA''s proposal to extend the job leaving notice period to one year for commanders, from the present six months?


ANSWER
The Minister of State in the Ministry of CIVIL AVIATION 
(Shri Jayant Sinha)

(a) to (c) A Writ Petition has been filed before Hon''ble High Court of Delhi by Indian Pilots Guild (IPG) challenging the legality of CAR Section 7 Flights Crew Standards Training and Licensing Series X, Part II, Issue II dated 16.08.2017 issued by the Office of the Directorate General of Civil Aviation. As per the CAR, the notice period for Captain( Pilot-in-command) was increased from the existing six months to one year. The matter is sub judice in Delhi High Court. Such unions were not included in the discussions with the Directorate.;

(d) Various stakeholders during industry consultations suggested reviewing the notice period for pilots.
