Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to

state:

(a) whether the Government has taken steps in pursuance of the order of the Supreme Court

directing the Government to set up an online portal and hotline number where

anonymous complaints could be filed against those responsible for uploading child

pornography and videos of sexual assault;

(b) if so, the details thereof; and

(c) if not, the reasons therefor?

(a) to (c): Yes Sir. Ministry of Home Affairs (MHA) is implementing the `Cyber Crime

Prevention against Women and Children (CCPWC)’ scheme from NIRBHAYA funds during

the period 2017-2020, which inter-alia, aims to setup an online cyber-crime reporting portal

which will allow public to anonymously report the complaints of child pornography and videos

of sexual assault. MHA has also initiated the process for creating a sub-project under CCPWC

scheme for establishing a hotline for reporting of such complaints.

Relevance
 
The Supreme Court in October, 2017 had directed the Central Government to setup an online portal and a helpline number, so that anonymous complaints against those uploading and producing child pornography, can be filed. The Central Government in its response has claimed that it is still aiming to implement these orders, even though 5 months have lapsed since the order.
