CAPACITY BUILDING FOR NSG

  1. DR. SHASHI THAROOR:

Will the Minister of HOME AFFAIRS be pleased to state:

(a) whether the Government has received any representation from

stakeholders after the Pathankot terrorist attack, including representation

from army veterans, on the need to train the National Security Guards

(NSG) and equip them with the necessary skills and equipment to tackle

exceptional terrorist situations in the country;

(b) if so, whether the Government has developed a strategy to institute

effective capacity building models to equip the NSG to tackle exceptional

terrorist situations;

(c) if so, the details thereof; and

(d) the percentage of the budgetary allocation of Rs. 688.47 crore during

the FY 2016-17, that will be directed towards capacity building of the NSG

personnel?

ANSWER

(a) to (c): NSG has reported that no such representation from

stakeholders has been received on this account. However, Government

has developed a strategy to modernize NSG and has adequately

empowered NSG to continually scout for modern state of the art equipment

for Counter Terrorism (CT) related operations with an aim to carry out

intensive training evaluation and procurement, if found suitable. NSG has

acquired/purchased state of the art equipment & weapons to bolster the

operational capacity. The NSG officers regularly undergo training to

develop their Counter Terrorism skills.

(d): A sum of Rs.248.76 crores was utilized on procurement of Arms &

Ammunition, Machinery & Equipment, Motor Vehicles for Operations,

Clothing and Tentage, items for Information Technology etc. and Rs. 0.79

crore utilized on training of NSG personnel.

Relevance 

After the attacks in Pathankot, it was felt that there  was a need to equip the NSG to face such attacks. The Ministry of Home Affairs in response to the query has listed the actions taken to equip the NSG post the attack, however only 0.79 crores was spent on training the NSG.
