(a) whether the Committee on National Civilian Aircraft Development has submitted its report; and 

(b) if so, the recommendations thereof and the action proposed to implement them?

MINISTER OF STATE IN THE MINISTRY OF PLANNING, MINISTER OF STATE IN THE MINISTRY OF SCIENCE AND TECHNOLOGY AND MINISTER OF STATE IN THE MINISTRY OF EARTH SCIENCES (ASHWANI KUMAR) 

(a) Yes, Madam. 

(b) A Feasibility Study has been done at CSER - National Aerospace Laboratories (CSIR-NAL), Bengaluru for National Civil Aircraft Development (NCAD) programme. The programme for development of a 90 seater aircraft will have two phases namely, design & development phase and manufacturing phase. The total estimated budgetary requirements of the NCAD programme is 7555 crore, out of which 4355 crore is for design & development phase and 3200 crore for series production phase. As per Planning Commission recommendation, private sector industry needs to be involved in both the phases. CSIR has included the NCAD programme in its 12th Five Year Plan.
