RADIATION MONITORS IN POLICE STATIONS

HOME AFFAIRS be pleased to state:-




(a) the total number of police stations that have been equipped with radiation monitors including mobile radiation detection system in the country, State/UTwise; 

(b) whether such police stations have also been provided with protective gears for emergency response; 

(c) if so, the details thereof; 

(d) whether any training is imparted to police personnel to handle emergency situation arising out of radiation leakage; and 

(e) if so, the details thereof?


ANSWER

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI KIREN RIJIJU) 

(a) & (c): As per Seventh Schedule to the Constitution of India, ‘Police’ is a State subject and hence equipment of Police Stations with radiation monitors including mobile radiation detection system in the country is in the domain of the respective State Government. However, the States have not been able to modernize and equip their police forces upto the desired level due to financial constraints. It is in this context that the Ministry of Home Affairs has been supplementing the efforts and resources of the States, from time to time, by implementing the Scheme for Modernisation of State Police Forces (MPF) Scheme. 

National Disaster Management Authority has proposed to implement Mobile Radiation Detection Scheme (MRDS) under which Go-No-Go survey instruments will be installed on the police patrol vehicles in select cities and has also proposed to procure Portable Survey Meter, 

Digital Dozi Meter, and Comfo Respirator besides stickers of radiation symbol & disposal face mask during XIIth Five Year Plan at a cost of Rs. 7.11 crore. The implementation of the proposal is subject to availability of funds, consent of the State Governments and other agencies, proposed to be engaged in the implementation. 

(d) & (e): As ‘Police’ is State subject, falling in Entry 1 and 2 of Seventh Schedule of the Constitution of India, it is primarily the responsibilities of the State Governments to impart training to State Police personnel. However, Training of Trainers (ToT) is an important component of the proposed MRD Scheme in which personnel from NDRF and State Police are proposed to be trained through Bhabha Atomic Research Centre (BARC), Mumbai.
