LABOUR AND EMPLOYMENT be pleased to state:-




(a)the number of special schools established under assistance from the National Child Labour Project Scheme (NCLP) and the number of children enrolled in such special schools at present; 

(b)the kind of vocational training provided under the programme along with the amount of financial assistance extended and utilised under the scheme in the last three years and the current year, State/UT-wise; 

(c)whether a tracking system has been developed to identify child labourers and monitor their rehabilitation and if so, the details thereof along with the details of public awareness programmes undertaken in this regard; 

(d)the detailed mechanism to ensure that children do not fall back into child labour once they are mainstreamed into formal education; and 

(e)whether there is also a proposal to amend the national policy on child labour so as to enforce the child labour laws strictly and if so, the details thereof and if not, the reasons therefor?


ANSWER

MINISTER OF STATE (IC) FOR LABOUR AND EMPLOYMENT (SHRI BANDARU DATTATREYA) 

(a): As per the information received from various NCLP Districts, at present, there are 5192 Special Training Centres operational under NCLP Scheme with an enrollment of 2,36,808 children. 

(b): The District Project Society under NCLP Scheme identify the marketable skills in respective area and involve master trainer/craftsman from local ITIs/other vocational institutions. As per the information received from the District Project Societies the amount utilized for educational and vocational material is at Annexure. 

(c): The figures collected by the Sarva Shiksha Abhiyan (SSA) on the number of ‘children not going to school’ is generally made the starting point for the survey to determine the target group. Survey is to be conducted on regular interval by all the District Project Societies to assess the impact of the project. A Central Monitoring Committee under the Chairpersonship of Secretary, Ministry of Labour & Employment, has been set up for the overall supervision & monitoring of the National Child Labour Projects. State Governments have also been advised to set up State Level Monitoring Committees similar to the Central Monitoring Committee. At the District level, District Collector/ DM monitor the functioning of project society and two field officers in each NCLP district inspect/ monitor the functioning of NCLP schools in the field. 

To undertake the awareness generation, funds to the tune of Rs. 1.25 lakh are provided annually to the Project Society which conduct Nukkad nataks, street plays, exhibitions, rallies and constant interaction with the local communities/panchayats, display of posters/banners and stickers at vantage points, giving adequate publicity to success stories of rehabilitated children through local media/magazines. At Central level, Ministry of Labour & Employment is also running awareness campaign against the evil of child labour. 

(d): Under NCLP Scheme, every Special Training Centre is required to maintain a profile of the children enrolled and should also develop a mechanism for tracking the children who are finally mainstreamed to formal schools. 

(e): A Bill to amend Child Labour (Prohibition & Regulation) Act, 1986 so as to make it more stringent has been introduced in the Parliament in 2012.
