HEALTH AND FAMILY WELFARE be pleased to state:-




(a) whether control over the Bhopal Memorial Hospitals and Research Centre (BMHRC) has been transferred to the Central Government including the transfer of hospital property and infrastructure; 

(b) if so, the details thereof and the reasons therefor; 

(c) whether the doctors/nurses employed in BMHRC have been issued recruitment guidelines/employment letters for recognition as Central Government employees; and 

(d) if so, the details thereof and if not, the reasons therefor along with the remedial measures being taken by the Government in this regard?

THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI SHRIPAD YESSO NAIK) 

(a) & (b): Yes. Indian Council of Medical Research has informed that in compliance of the orders of the Hon’ble Supreme Court of India, the Bhopal Memorial Hospital and Research Centre (BMHRC) was transferred to the Central Government of India from the erstwhile Bhopal Memorial Hospital Trust in 2010 in the Department of Atomic Energy and Department of Biotechnology. Subsequently, in 2012, the Government of India decided to transfer administrative control from Department of Atomic Energy & Department of Bio-Technology to Department of Health Research, Ministry of Health & Family Welfare from January, 2012. The management of the hospital was given to Indian Council of Medical Research under the Department of Health Research. 

The details are as follows: 

1) Transfer of (Bhopal Memorial Hospital Trust) BMHT Chairman Office at Faridabad and the Secretary office at Saket, on 3.5.2011 and 4.5.2011 respectively. 

2) The instruments of the corpus were handed over to BMHRC on 21.09.2013. 

3) Application for dissolution of trust (BMHT) was filed with the Registrar, MP Public Trust, Bhopal. On12.04.2014, the BMHRC was informed to file petition in the court for dissolution of BMHT. On 17.07.2014, the BMHRC was permitted to file petition for dissolution on behalf of the Union of India subject to the clearance from state government. 

(c) & (d): The doctors/nurses employed in BMHRC have not yet been issued employment letters recognizing them as Central Government employees. 

At present, the employees of BMHRC are being governed by the Rules and Regulations of the Indian Council of Medical Research, an autonomous organization under the Government of India in the Department of Health Research.
