Will the Minister of

be pleased to state:-
|
(a) the methods being followed for disposal/destroying of plastic wastes in the country;
(b) whether the Government has notified/stipulated any rules/norms in this regard and if so, the details thereof along with the steps taken to ensure compliance of such rules/norms;
(c) whether the use of plastic waste as fuel in boiler chimneys in the cement industry is prevalent in the country; if so, the details thereof including its impact on the environment and the reaction of the Government thereto;
(d) whether the Supreme Court had given any direction regarding ban on the manufacture and use of plastic bags in the country and if so, the details thereof and the action taken by the Government thereon; and
(e) whether the Central Pollution Control Board has compiled any report regarding compliance of the Plastic Waste (Management and Handling) Rules, 2011 for submitting to the Supreme Court, if so, the details and status thereof? |

MINISTER OF STATE (INDEPENDENT CHARGE) FOR ENVIRONMENT, FORESTS AND CLIMATE CHANGE (SHRI PRAKASH JAVADEKAR)
(a) & (b): The Government has notified the Plastic Waste (Management and Handling) (PWM) Rules, 2011 for management of plastic waste in the country. As per these Rules, the municipal authorities are responsible for setting up of collection centers for plastic waste in their respective jurisdiction and to ensure its channelization to recyclers registered with State Pollution Control Boards (SPCBs) or Pollution Control Committees (PCCs). They can also adopt suitable technology for use of plastic waste such as in road construction, co-incineration, etc. The prescribed authorities for implementation of these rules are the SPCBs/ PCCs and the municipal authorities. The Ministry has asked the State Governments to ensure implementation of these Rules. Also the Ministry provides financial assistance for training and creating awareness on plastic waste management.
(c): The use of plastic waste as alternative fuel in cement industry has been reported by only four States. As per the PWM Rules, co-incineration of plastic waste has to be carried as per the prescribed environmental standards.
(d): The Supreme Court has not given any direction regarding ban on the manufacture and use of plastic bags in the country.
(e): The Central Pollution Control Board has submitted the Annual Report for the year 2011-12 on implementation of the PWM Rules to the Hon’ble Supreme Court. The report suggests certain measures to check indiscriminate use, sale, and stock of plastic carry bags. |
