EXPENDITURE ON IIT STUDENTS

HUMAN RESOURCE DEVELOPMENT be pleased to state:-




(a) the average expenditure incurred by the Government per student at the Indian Institutes of Technology (IITs); 

(b) whether this expenditure is low in comparison to the Government expenditure on engineers in other BRIC nations; 

(c) the proportion of Government expenditure on IIT students that is meant for research activities; and 

(d) the proportion of IIT graduates that have taken up research instead of placements during the last three batches?

(a) to (d) : A statement is laid on the Table of the House. 

STATEMENT REFERRED TO IN REPLY TO PARAS (a) TO (d) OF THE LOK SABHA STARRED QUESTION NO. 360 REGARDING “EXPENDITURE ON IIT STUDENTS” RAISED BY DR. SHASHI THAROOR 

(a) As per the report of Dr. Anil Kakodkar Committee, 2011, the MHRD provides close to Rs. 2.00 lakhs per student per year as operational expenditure apart from the relaxation of tuition fee and scholarships for all UG students from reserved and economically weaker sections as well as for M.Tech, MS and Ph.D students. 

(b) As per the estimates given in Working Paper on “The Quality of Engineering Education in the BRIC Countries’, June, 2013, average spending per student per year in engineering education during 2009 was approximately $ 5,000 in Brazil; $4,000 – 7,000 in Russia; $4300 in China and $1,300 in India. 

However, the spending per student in elite engineering institutions like IITs was $6000 in China and $8,000 in India. 

(c) The Government releases funds to all IITs for meeting Plan expenditure that covers cost of building, laboratories, Libraries and other infrastructure, including purchase of equipment for research purposes besides scholarships to Under-graduate, Post-Graduate and Ph.D. students; Non-Plan Expenditure that includes payment of salaries to faculty for teaching and research, Professional Development Allowance (PDA) and other operational expenses including those for running the research facilities etc. 

No segregation of proportion of Government expenditure for research activities as a whole on IIT Students is done although some heads of expenditure like PDA and fellowship to Ph. D. students can be clearly identified as research expenditure. 

(d) No data in this regard is maintained by the Ministry of Human Resource Development. The Institutions too do not maintain this data as they do not track the career choices made by the outgoing students.
