(a) the details of Groynes constructed during the last three years including sanctioned for 2014-15;
(b) whether any survey or geo-mapping is being used by the Government to monitor erosion in coastal areas of the country and if so, the details thereof; and
(c) whether any financial assistance has been given to Odisha to build new sea walls in the light of recent disasters and if so, the details thereof? |

(a) The anti-sea erosion measures including construction of Groynes etc. are formulated and implemented by the maritime States/UTs as per their priority and resources as the subject falls within their purview. The Union Government provides technical advice and also promotional financial support under Flood Management Programme (FMP) to the States / UTs in order to address the problems in critical areas. During last three years (2011-12 to 2013-14) and the current year (2014-15), no project of anti-sea erosion envisaging construction of Groynes was sanctioned under Flood Management Programme.
(b) A Shoreline Change Atlas of the Indian coast has been prepared by Space Application Centre, Ahmedabad in association with the Central Water Commission and published in May, 2014, which consists of shoreline change maps based on satellite data of 1989-91 and 2004-06 on 1:25,000 scale for the entire country. The maps show eroding, stable and accreting coast along with the status of coastal protection measures taken up by maritime States/UTs. The above Atlas indicates that around 45% of the total coastline is under erosion.
(c) No financial assistance had been provided to Odisha till date under Flood Management Programme (FMP) for construction of sea walls. |
