be pleased to state:-

(a) the total number of children killed and injured in two wheeler road accidents during the last three years;
(b) whether the Bureau of Indian Standards (BIS) has formulated any standards for child helmets in the country;
(c) if so, the details thereof;
(d) whether the Government has taken cognizance of the need to formulate, issue and implement specific standards for child helmets in the country; and
(e) if so, the details thereof along with the action taken thereon? |

THE MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT & HIGHWAYS (SHRI PON. RADHAKRISHNAN)
(a) Accident data is compiled in the Ministry in a format developed as per the Asia Pacific Road Accident Database (APRAD) project of United Nations Economic and Social Commission for Asia Pacific (UNESCAP) region. The latest publication of this was issued in 2013. The said format does not separately indicate the number of children killed or injured in two-wheeler accidents. However, the total number of children killed and injured in road accidents in the age group 0-14 during last three years as Annexure-I.
(b) & (c) No, Madam. BIS has formulated Indian Standard IS 4151: 1993 “Specification for Protective Helmets for Motorcycle Riders” (Third Revision). This standard covers various sizes of helmets to cater to different head sizes. Smaller sizes are suitable for children.
(d) & (e) Do not arise in view of (b) & (c) above. |
