WATER RESOURCES, RIVER DEVELOPMENT AND GANAGA REJUVENATION be pleased to state:-




(a) whether the Government is likely to imp- lement a project in Kerala on the lines of the Sustainable Coastal Protection and Mana- gement Project that was undertaken for the States of Goa, Karnataka and Maharashtra; 

(b) if so, the details thereof; 

(c) whether most of the coastline in Kerala gets eroded by wae attacks and if so, the details thereof and action taken thereon; 

(d) whether the Government proposes to allocate funds for the construction of Groynes and sea walls to protect the coastline of Kerala; and 

(e) if so, the details and status thereof?

THE MINISTER OF STATE FOR WATER RESOURCES, RIVER DEVELOPMENT AND GANGA REJUVENATION (PROF. SANWAR LAL JAT) 

(a) and (b) As informed by Government of Kerala, the State of Kerala was not inc- luded under the “Sustainable Coastal Protection and Management Project”. However, Government of Kerala had entrusted the work of a comprehensive study about sea erosion along Kerala Coast and efficacy of groynes in con- trolling sea erosion etc. to Central Water & Power Research Station (CWPRS), Pune. 

(c) As informed by Government of Kerala, the National Centre for Sustainable Coas- tal Management, Society of Integrated Coastal Management and Institute of Ocean Management had jointly conducted a study under the guidance of ministry of Environment, Forest & Climate Change and published a report on “Shoreline Change Assessment of Kerala Coast”. In the study, the shoreline of Kerala has been classified into 8 zones of erosion/ accretion as under:

(i) High accretion (28.8km).

(ii) Medium accretion (53.1km).

(iii) Low accretion (58.69km).

(iv) Stable Coast (46.3km).

(v) Low erosion (49.2km).

(vi) Medium erosion (9.2km.)

(vii) High erosion (2.3km).

(viii) Artificial Coast (Eroding Coast) (309.7km).
(d) and ( e) The flood management including anti-sea erosion works being within the purview of the States, the related schemes for such measures are planned, formulated and implemented by concerned State Gover- nments with their own resources and as per priority within the State. 

As informed by Government of Kerala, an amount of Rs. 100 crore had been awarded by 13th Finance Commission for coastal zone management in Kerala out of which 117 works of coastal protection and main- tenance had been taken up. In addition, the State Government is utilizing its own resources and also availing assistance from NABARD for coastal protection in most vulnerable reaches. 

Besides, the Government of India also provides central assistance to States for works related to flood management/ anti sea erosion under Flood Management Programme which was launched in XI Plan and its continuation had been approved by Cabinet for XII Plan with an outlay of Rs. 10,000 crore. The scope of FMP inter-alia includes measures of groynes and sea walls in critical areas. 

So far, no eligible proposal has been received from the Government of Kerala for central assistance under FMP for construction of groynes and sea walls.
