(a) whether several ineligible beneficiaries have been receiving benefits under the Indira Awaas Yojana (IAY);
(b) if so, the mechanism instituted by the Government to ensure that ineligible beneficiaries such as non-BPL (Below Poverty Line) families, beneficiaries with pucca houses etc. do not receive benefits under this scheme;
(c) whether the Government carries out the physical verification of the applicants under the scheme to ensure that the benefits of scheme reach to intended beneficiaries;
(d) if so, the details thereof;
(e) whether the Government proposes to upload the physical and financial progress of the scheme on the website to ensure transparency;
(f) if so, the details thereof; and (g) the regulatory mechanism put in place to implement the scheme effectively? |

(a) & (b): No such instances have been brought to the notice of the Government. However, the Ministry of Rural Development has issued a Standard Operating Procedure (SOP) to deal with various types of complaints/irregularities during implementation of Indira Awaas Yojana (IAY).
(c) & (d): All the applications have to be approved by the Gramsabha who, using their local knowledge ensures that only eligible beneficiaries are selected.
(e) & (f): The physical and financial progress is uploaded in the website of the Ministry. All the details of the programme are monitored through an online- MIS programme called AwaasSoft.
(g): The State Coordinating Officers meetings of IAY are held regularly to review the physical and financial progress. On a quarterly basis, Performance Review Committee Meetings are held in the Ministry with all States to review progress. Regular Social Audit is conducted through social audit mechanism for rural development schemes.
