(a) whether e-Panchayat project is on pilot or mission mode and if so, the details thereof;
(b) the total number of functioning e-Panchayats in the country, State-wise;
(c) whether the States/UTs have till date achieved converting and migrating all aspects of Panchayats` functioning including Planning, Monitoring, Implementation, Budgeting, Accounting, Social Audit and delivery of citizen services like issue of certificates licenses etc. and if so, the number of such Panchayats, State/UT-wise;
(d) whether the implementation of e-governance in Panchayats is not effectively done in the country, if so, the details thereof;
(e) whether Government has taken note that a number of Panchayats have not updated their planning, accounting and other details and if so, the action taken by Government in this regard, State/UT-wise; and
(f) whether the Government intends to compile a national repository of best practices for panchayats on the basis of exclusive success stories of various States in terms of service delivery and reduced timing of services etc. and if so, the details thereof ? |

(a) to (e): e-Panchayat, one of the Mission Mode Projects (MMPs) under the National e-Governance Plan, aims at enabling the Panchayati Raj Institutions to effectively use Information Technology in automating their internal workflow processes for better functioning and delivery of citizen services leading to increased transparency and accountability. Under e-Panchayat MMP, 10 out of 11 Core Common Applications have been shared with States/UTs. These Applications address all aspects of Panchayats’ functioning viz. from internal core functions such as Planning, Monitoring, Implementation, Budgeting, Accounting, Social Audit, etc., to citizen service delivery like issue of certificates, licenses, etc. The list of these 11 Applications is at Annex-I. Due to differentials in levels of availability of infrastructure as well as preparedness of the States/UTs for e-enablement, the level of adoption of these Applications varies across the country. The State/UT-wise adoption status is at Annex-II. The project is regularly reviewed by the Apex Committee of National eGovernance Plan headed by the Cabinet Secretary, Government of India.
