be pleased to state:-

(a) whether lack of efficient planning and coordination between different States has been the primary cause of monsoon related natural calamities such as floods and drought; (b) if so, whether the Government proposes to expand its role in the country''s flood and drought management initiatives, especially for extending relief and expertise to States with limited resources, by amending the Constitution to include the subject ''Water'' in the Concurrent List, instead of the State List; and (c) if so, the details thereof and if not, the reasons therefor? |

(a)to(c) Floods are natural phenomenal occurring in various parts of the country in varying magnitudes. High intensity rainfall in short duration and inadequate channel/storage capacities, etc., may result into floods.
The union Government has set up the National Disaster Management Authority (NDMA) under the Chairmanship of Hon’ble Prime Minister of India. The NDMA coordinates amongst the States and other agencies on matters related to management of calamities due to floods and droughts. During natural calamities arising out of severe floods and droughts, the relief measures are undertaken by the concerned States for which funds are provided by Ministry of Home Affairs under State Disaster Relief Funds (SDRF) / National Disaster Relief Fund (NDRF), in addition to the assistance by Para-Military Forces. At present, there is no proposal to include the subject ‘Water’ in the Concurrent List, instead of the State List. ***** |
