(a) the measures including consultations with various stakeholders, being taken by the Government to achieve India''s goals under the Intended Nationally Determined Contributions (INDCs) by the proposed time period of 2030; (b) whether the Government has formulated a framework for meeting the estimated expenses of USD 2.5 trillion (at 2014-15 prices), which will be required for funding India''s climate change actions between 2015 and 2030; (c) if so, the details thereof; (d) whether any measures have been taken to spread awareness and increase community participation to meet the objectives of reduced carbon emissions and energy efficiency, especially by rich consumer households whose per capita carbon emissions are allegedly higher than an average American household; and (e) if so, the details thereof and if not, the reasons therefor? |

(a) to (c) The Government adopted an inclusive process for the preparation of India’s INDCs. The measures to achieve goals include policy, regulatory and financial aspects. As per preliminary estimates, about US $2.5 trillion will be required for meeting India’s climate change actions between now and 2030 i.e over a period of 15 years which shall be met from domestic sources as well as leveraging of financial commitments made by developed countries to mobilize $100 billion a year by 2020 for climate finance.
(d) to (e) The measures undertaken to spread awareness and increase community participation include (i) Science Express Climate Action Special Train (ii) Organization of Seminars / Workshops (iii) Publications/ Brochures (iv) Web based dissemination of climate change activities (v) Star Rating Schemes by Bureau of Energy Efficiency (BEE) (vi) Launching of Perform, Achieve and Trade (PAT) by BEE, etc. ***** |
