Will the Minister of



NEW AND RENEWABLE ENERGY be pleased to state:-


(a) whether the Government is aware about the absence of a comprehensive and exclusive national framework for development and production of Renewable Energy, if so, the details thereof;
(b) whether the Government proposes to constitute a Committee in collaboration with the Ministry of Power to draft a long-term framework for the development and production of renewable energy to meet the growing demands of energy security; and
(c) if so, the details thereof and if not, the reasons there for?


ANSWER
THE MINISTER OF STATE FOR POWER, COAL & NEW AND RENEWABLE ENERGY (INDEPENDENT CHARGE) (SHRI PIYUSH GOYAL)

(a): Ministry of New and Renewable Energy has set a target of 175 GW by 2022 with an aim to accelerate deployment and production of Renewable Energy from different sources for which robust plans are in place. This includes 100 GW from Solar, 60 GW from Wind Energy, 10 GW from Bio-Energy and 5 GW from Small Hydro.
(b)&(c): Preparation of National Electricity Plan (NEP) is a responsibility entrusted to Central Electricity Authority (CEA) under Electricity Act, 2003. Under Section 3(4) of the Electricity Act, 2003, the Authority shall prepare the National Electricity Plan in accordance with the National Electricity Policy. A Committee with members from various stakeholders with wide spectrum has been constituted to draft National Electricity Plan, 2015. Senior officials from Ministry of New and Renewable Energy and Ministry of Power are members of this Committee. The members and terms of reference of the Committee are placed as annexure.
