(a) whether the Railways is aware that the report of the Standing Committee on Railways (2014-2015) has identified the presence of unauthorised vendors, beggars and hawkers as a severe nuisance on suburban trains, stations and platforms, as these unauthorised vendors/hawkers obstruct the free movement of the passengers and also indulge in pick-pocketing and other such crimes;
(b) if so, whether the Railways has implemented a system for identifying such vendors and hawkers and granting them licenses as a mechanism to monitor their activities and address concerns of overcrowding and pick-pocketing on trains and stations;
(c) if so, the details thereof including the criteria for issuing the licenses to these hawkers/vendors; and
(d) if not, the reasons therefor? |

(a): Yes, Madam.
(b) to (d): It is not considered desirable to grant licenses to unauthorized vendors and hawkers and to regularize their unauthorized activity as unauthorized vending is a violation of section 144 of the Railways Act, 1989 which prohibits such activities. |
