(a)&(b): Yes, Madam. The Central Armed Police Forces (CAPFs) are following the extant instructions/guidelines issued by the DoP&T vide Office Memoranda No. 14014 /6/94-Estt(D) dated 09.10.1998, No. 14014/2/2009-Estt(D) dated 11.12.2009, No. 14014 /02/2012-Estt(D) dated 16.01.2013 and No. 14014/2/2012-Estt(D) dated 30.05.2013 for providing employment to dependents of members of the Central Armed Police Forces (CAPFs) who lost their lives in service.
(c): The Next-of-Kin(NOK) of the deceased CAPF personnel seeking compassionate appointment should be eligible and suitable for the post in all respects, including meeting the prescribed educational qualification, as per the relevant Recruitment rules (RRs). However, there is also a provision to consider recruiting/engaging a person on compassionate appointment basis, in exceptional circumstances, even if he/she is not immediately meeting the prescribed minimum educational standards. In such cases, the Government may engage the candidate as trainee in the 1-S pay band (scale of Pay-Rs. 4440-7440 without any grade pay) subject to his/her meeting the other eligibility conditions. In addition, he/she is granted all applicable allowances, like Dearness Allowance, House Rent Allowance and Transport Allowance at the admissible rates. The regular pay band & grade pay of the post concerned is given only on his/her acquiring the minimum qualification as prescribed under the RRs for the post. |
