(a) whether there has been shortfall in spending of approved outlay in the first three years of the Twelfth Five Year Plan in implementation of the various schemes/programmes;
(b) if so, the details and reasons therefor;
(c) whether time lag of three years in formulating the schemes under the Five Year Plan, has limited the time period for their implementation;

The total expenditure during the first three years of the 12th Plan is Rs.10043.74 cr. which is 61.01% of total BE and 84.40% of RE.
The short fall in achieving target of expenditure is mainly due to receipt of less number of viable proposals from State Governments, operation of the Model Code of Conduct for the general elections, 2014, non-receipt of Utilisation certificate from implementing agency, delay in receiving the environmental clearance of State Government and providing power and water infrastructure.
