(a) whether the Government maintains data on the total number of transgender persons who have been imprisoned in various Central prisons;
(b) if so, the details thereof;
(c) whether the Government is aware of the decision of the State Government of Kerala to establish separate cells/blocks in State prisons for transgender persons to accommodate their special needs;
(d) if so, whether the Government has any proposal to establish separate cells/blocks in Central prisons for transgender persons and conducting sensitisation workshops for prison authorities to ensure safety of transgender prisoners;
(e) if so the details thereof; and
(f) whether the Government has also issued guidelines to other States for establishing separate block for transgender persons and if so, the details thereof ? |

(c): Separate Cells have been arranged in most of the jails in Kerala including 3 Central Prisons for accommodating transgender persons.
(d) to (f): Since “Prisons” is a State subject as per entry 4 of List II of the Seventh Schedule to the Constitution of India, the administration and management of prisons is primarily the responsibility of the State Governments. |
