Contract Carriage Permits

Will the Minister of



ROAD TRANSPORT AND HIGHWAYS be pleased to state:-


(a) whether the Government proposes to maintain contract carriage permits in the existing Road Transport and Safety Bill 2015 and give specific definitions to auto rickshaws and motor cabs as a large number of people depend on such transport and that these modes also provide employment;

(b) if so, the details thereof; and 

(c) if not, the reasons therefor?

(a) to (c) The Road Transport and Safety Bill, 2015 has not been introduced by the Government. The Motor Vehicle Act, 1988 has been proposed for amendment by the Motor Vehicle (Amendment) Bill, 2016. Under the Bill, no changes are proposed in the requirement of contract carriage permit. The provisions in the Bill empower states to exempt the condition from any provision of the Act to promote rural transport, public transport, last mile connectivity and for passenger convenience and road safety.
