Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has received proposals from various States including Gujarat to establish more Tertiary Care Centre (TCC), Regional Care Centres (RCC) and Cancer Institutes; 

(b) if so, the details thereof along with the actions taken thereon;

(c) the details of present and proposed RCCs, TCCs and Cancer Institutes along with the funds allocated for the same during last three years State/UT-wise;

(d) whether the Government has received complaints of irregularities/ corruption in implementation of various schemes for cancer care and prevention, if so, the details thereof and along with action taken/being taken by the Government, State/UT wise; and

(e) whether it is proposed to provide financial assistance to develop capacity for TCC and RCC under the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) and if so, the details thereof?

(a) to (e): Regional Cancer Centres (RCCs) were earlier recognized and supported under the erstwhile National Cancer Control Programme (NCCP). The scheme is not operational now. The list of RCCs is attached at Annexure-A. 

Cancer treatment is available in different State and Central Government Hospitals. Government of India is implementing “Tertiary Care Cancer Centre” scheme under National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS). Under the scheme, Government of India assists to establish/set up State Cancer Institutes (SCI) and Tertiary Care Cancer Centres (TCCC) in different parts of the country. As per the guidelines of the scheme, the assistance under this scheme will be utilized by the Institutions for procurement of radio-therapy equipment, diagnostic equipment, surgical equipment, enhancement of indoor patient facility for cancer and such other purpose relevant for diagnosis, treatment and care of cancer.

The details of proposals received from various States including Gujarat, under the said scheme are at Annexure-B. The proposals for setting up of 11 State Cancer Institute and 13 Tertiary Care Cancer Centres have been approved and funds have been released. The details of funds released under the said scheme during the last three years is at Annexure-C. Some issues are raised by individuals/organisations and appropriate action is taken in such cases after examining the facts relating to them.
