Will the Minister of



ROAD TRANSPORT AND HIGHWAYS be pleased to state:-


(a) whether the Government is planning for periodic road safety audits at different stages of design, implementation and operations to insure compliance with safety standards on roads and highways; 

(b) if so, the details thereof; 

(c) whether the Government is considering to provide financial assistance to State Governments, including the State of Kerala, to check the quality of roads and the safety on sidewalks and crossroads;

(d) if so, the details thereof; and 

(e) if not, the reasons therefor?

MINISTRY OF ROAD TRANSPORT AND HIGHWAYS

(a) & (b) Yes Madam. Road safety audits are carried out at different stages including feasibility stage, design stage, construction stage etc. Provisions for carrying out road safety audits as part of the project are included in Build Operate & Transfer (BOT) and Engineering Procurement Construction (EPC) modes. 

(c), (d) & (e) Central Road Fund (State Roads) Amendment Rules, 2016 (CRF Rules) was notified on 23.06.2016 wherein provisions for taking up Road Safety Engineering works on state roads (other than rural roads) including those based on recommendations of specialized bodies have been incorporated. Guidelines for taking up the Road Safety Engineering works on State roads under CRF have been issued vide Ministry’s OM No.RW/NH-29013/1/2016-P&M (RSCE) dated 13.02.2017 which are applicable to all States/ UTs including the State of Kerala. Road Safety improvement works for improvement of safety on roads including sidewalks/ cross roads, junctions can be taken up under this scheme.
