EXTERNAL AFFAIRS be pleased to state:-




(a) whether India`s experience so far as Chairman of the United Nations Counter Terrorism Committee has been satisfactory; 

(b) if so, the details thereof; 

(c) if not, the reasons therefor; 

(d) whether the Committee has examined the question of Pakistan`s compliance with the various Security Council resolutions on terrorism; 

(e) if so, the details thereof; and 

(f) if not, the reasons therefor?


ANSWER

MINISTER OF THE STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SMT. PRENEET KAUR) 

(a) to (c) The United Nations Counter-Terrorism Committee (CTC) monitors the implementation of Security Council resolutions 1373 (2001) regarding measures to be taken by UN member states to enhance their legal and institutional ability to counter terrorist activities, and 1624 (2005) which prohibits incitement to commit acts of terrorism. Guided by these resolutions, the CTC works to bolster the ability of UN member states to prevent terrorist acts, both within their borders and across regions. In its role as Chairman of the UN CTC since January 2011, it has been India`s endeavour to increase international cooperation in the fight against terrorism by UN member-states uniformly and without exception. It is encouraging that the Committee is actively working towards achieving its goals in pursuance of its mandate. 

(d) to (f) The CTC has prepared preliminary assessments of the implementation of legal and institutional counter-terrorism measures recommended under resolution 1373 (2001) in respect of all UN member States, including Pakistan. Such assessments are internal documents of the UN and are not shared with member states other than the concerned one.
