HEALTH AND FAMILY WELFARE be pleased to state:-




(a) the number of cancer hospitals, diagnostic centres and research institute in the country, State/UT-wise; 

(b) whether the Government has upgraded/proposes to upgrade the status and infrastructure of certain cancer hospitals, diagnostic centres and research institutes including the Regional Cancer Centre, Thiruvananthapuram in the country; 

(c) if so, the details of the proposals received in this regard and the action taken/proposed to be taken by the Governmentthereon during each of the last three years and the current year, State/UT-wise; 

(d) the steps taken/proposed to be taken by the Government to set up new cancer hospitals, diagnostic centres and research institutes in the country to cater to the needs of the rising number of cancer patients in the country, State/UT-wise; and 

(e) the measures taken/proposed to be taken by the Government to release a specific component of the budget to Regional Cancer Centres for palliative care and make it a part of medical education?


ANSWER


THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI JAGAT PRAKASH NADDA) 

(a): Cancer can be diagnosed and treated at various levels in the Government health care system. The number of such facilities is not centrally maintained. In addition to cancer diagnosis and treatment under the State Governments, the Central Government Institutions such as All India Institute of Medical Sciences, Safdurjung Hospital, Dr Ram Manohar Lohia Hospital, PGIMER Chandigarh. JIPMER Puducherry, Chittaranjan National Cancer Institute, Kolkata, etc. provide facilities for diagnosing and treatment of cancer. 

(b) to (d): In the 12th Five Year Plan, under the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS), the Government has approved a scheme for ‘Strengthening of Tertiary Care Cancer facilities’ in the country. Under the scheme, for eligible institutions upto Rs. 45 crores per Tertiary Care Cancer Centre (TCCC) and upto Rs. 120 crores for State Cancer Institutes (SCI) is available to assist 20 SCI and 50 TCCC in different parts of the country. The Central and State share for the said amount will be in the ratio 75:25 and for North East and Hill States the share would be 90:10. The proposal for assistance to Regional Cancer Centre Thiruvananthapuram as State Cancer Institute has been received. 

(e): To supplement the efforts of the State Governments, Rs. 341.66 lakh was released for establishment of State Palliative Care Cell and carrying out Palliative Care activities during the financial year 2013-14 under National Programme for Palliative Care. No proposal in this regard has been received during this financial year from State/UT Governments so far.
