HEALTH AND FAMILY WELFARE be pleased to state:-




(a) whether the Government is aware that there are only 43 mental hospitals in the country for a population of approximately 1.27 billion in comparison to 803 hospitals in the United States of America and about 780 mental hospitals in China, as per a report of the World Health Organization (WHO) and if so, the details thereof; 

(b) the total number of operational centres of excellence mental hospitals in the country and the steps taken by the Government to establish additional mental hospitals, State/UT-wise; 

(c) whether the Government has initiated measures to give effect to the recent observation of the Hon`ble Supreme Court which requires each State to have at least one referral hospital; and 

(d) if so, the details thereof and if not, the reasons therefor?


ANSWER


THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI JAGAT PRAKASH NADDA) 

(a): India has 43 Government mental health insti- tutions in addition to psychiatric facilities available in private hospitals. The list of Government mental health institutions in the country is at Annexure – I. 

(b): 11 Centres of Excellence in the field of mental health have been established in the country till date as per list at Annexure - II. 

In addition to the above, the scheme for estab- lishment of 10 more Centres of Excellence in the field of mental health has been approved for implementation during the 12th Five Year Plan period. 

(c) & (d): Health being a State subject, the establishment of new mental health hospitals and institutes in the States is the responsi- bility of the concerned State Government. However, to address the burden of mental disorders and acute shortage of qualified professionals in the field of mental health, Government of India has implemented the National Mental Health Programme (NMHP) since 1982 with the following components: 

i. District Mental Health Programme (DMHP). 

ii. Up-gradation of Psychiatric Wings of Govt. Medical Colleges. 

iii. Modernization of Government Mental Hospitals. 

During the 11th Five Year Plan, the National Mental Health Programme has been restructured to include additional components like suicide prevention services, work place stress management, life skills training and counselling in schools and colleges and Manpower Development Schemes. 

With a view to further improve the availability of mental health care facilities and services at the district and tertiary levels, the Government has approved continuation of the National Mental Health Programme during the 12th Five Year Plan period with additional coverage for creation of such facilities and services.
