CIVIL AVIATION be pleased to state:-




(a) whether the On-Time Performance (OTP) of Air India is the lowest among all domestic airlines; 

(b) if so, whether the Government has introduced rigorous measures to improve the OTP of Air India including the deduction of Salaries of its employees for causing delays; 

(c) if so, the details thereof; 

(d) whether a major cause of delay in the operation of Air India`s flights is the shortage of staff and crew and the airline is unable to recruit additional employees due to shortage of funds and increased losses; and 

(e) if so, the steps taken by the Government to improve the financial condition and the crew strength of the airline?


ANSWER

Minister of State in the Ministry of CIVIL AVIATION (Dr Mahesh Sharma) 

(a): The On-Time Performance (OTP) of scheduled domestic airlines as well as Air India computed for four metro airports viz. Bangaluru, Delhi, Hyderabad and Mumbai for the period of June-December, 2014 is as under: ;

(b) and (c): Yes, Madam. Regular OTP review meetings are held at the highest level also salary deduction from the employees causing delays is done. As a result of rigorous measures to improve the OTP, there is a improvement in the OTP from 62.3% in December, 2014 to 74.7% in February, 2015. 

(d): Total 420 flights were delayed due to crew during the period from March, 2014 to February, 2015. In view of the fleet augmentation, recent attrition in the category of Pilots and Cabin Crew and also the retirements to take place, Air India has advertised for filling up of 197 vacancies of Pilots. Recruitment to fill up 363 vacancies has been initiated. A recruitment exercise for Trainee Cabin Crew has also been undertaken. A total of 357 candidates were selected and empanelled. 95 candidates have already joined the training. 

(e): Government has set up an Oversight Committee to monitor the progress of Air India in respect of the achievements of the milestone set by the Government for release of equity under Turnaround Plan. This committee meets regularly to review the performance of Air India.
