ENVIRONMENT, FORESTS AND CLIMATE CHANGE be pleased to state:-




(a) whether the Government monitors the implementation of the Plastic Waste (Management and Handling) Rules, 2011 by the State Governments and Municipal Authorities; 

(b) if so, the details and outcome thereof, State-wise; 

(c) whether the Supreme Court had given any directive in this regard, if so, the details thereof and the action taken thereon; and 

(d) the measures taken/being taken by the Government to ensure effective management of plastic waste including proper recycling method, low cost, alternative to plastic bags, awareness programmes etc. in the country?


ANSWER

MINISTER OF STATE (INDEPENDENT CHARGE) FOR ENVIRONMENT, FORESTS AND CLIMATE CHANGE 

(SHRI PRAKASH JAVADEKAR) 

(a) to (c) As per the mechanism under the Plastic Waste (Management and Handling) Rules, 2011, all State Pollution Control Boards (SPCBs) and the Pollution Control Committees (PCCs) are required to submit annual report to the Central Pollution Control Board (CPCB), which in turn is required prepare a consolidated report on use and management of plastic waste and forward it to this Ministry. As per the information from CPCB, the implementation of provisions of the Rules on manufacture and use of plastic carry bags and setting up of plastic waste management system by the municipal authorities in the States is not adequate. 

The Supreme Court on 03.04.2013 has directed all SPCBs, Pollution Control Committees, Central Pollution Control Board (CPCB) and selected Municipal Corporations to submit their respective reports showing compliance of the provisions contained in Plastic Waste (Management and Handling) Rules, 2011. There is no direction to this Ministry in this regard. 

(d) The CPCB has issued directions to all SPCBs and PCCs for immediate closure of units manufacturing plastic carry bags in violation of the Rules and to Secretaries-in charge of municipal authorities of each State and Union Territory to prohibit use and sale of sub-standard plastic carry bags. This Ministry `provides financial assistance for conducting training programmes on the plastic waste management.
