DRINKING WATER AND SANITATION be pleased to state:-




(a) whether the Union Government encourages the State Governments to hand over rural drinking water projects to Gram Panchayats under the National Rural Drinking Water Programme (NRDWP); 

(b) if so, the details thereof; 

(c) whether the State Governments are required to release funds to Gram Panchayats for impleme- nting the rural drinking water projects under the recent budget restructuring; and 

(d) if so, the details thereof and if not, the reasons therefor?

MINISTER OF STATE FOR DRINKING WATER AND SANITATION (SHRI RAM KRIPAL YADAV) 

(a) & (b) Yes Madam, Union Government under National Rural Drinking Water Programme (NRDWP) under the criteria for allocation of funds to State/UTs , 10% weightage has been given for “rural population managing rural drinking water supply schemes weighted by a Management Devo- lution Index (MDI)”. This criterion for alloca- tion is used as incentive to States for decent- ralization and reforms in the sector and to encourage the States to hand over the rural water supply schemes to gram panchayats. 

(c) and (d) The guidelines regarding allocation of funds post budget restructuring are under preparation.
