HUMAN RESOURCE DEVELOPMENT be pleased to state:-




(a) the details of norms fixed for scholarships and the extend these scholarships are adequate to meet study requirements; 

(b) whether the Government has increased the amount of stipend/scho- larships for Junior Research Fellowship, Senior Research Fellowship and other research studies particularly in the field of scientific research; 

(c) if so, the details thereof; 

(d) whether the Government has not released the increased stipend and there have been reported delays of more than six months and if so, the details thereof; 

(e) whether the Government would consider making immediate payments of the arrears from April, 2014 and ensure the payment of the stipend on a monthly basis in the future and if not, the reasons therefor; and 

(f) whether the Government would consider implementing a uniform pay hike for all research scholars, both Ph.D. and degree programme scho- lars and if not, the reasons therefor?

MINISTER OF HUMAN RESOURCE DEVELOPMENT (SMT. SMRITI ZUBIN IRANI) 

(a): The Ministry of Science and Technology has informed that it has stipulated the norms for scholarship to Research Scholars vide their Office Memorandum dated 21st October, 2014. As per these norms the local institution shall review the performance of Junior Research Fellowship (JRF) after two years through an appropriate Review Commi- ttee constituted by the Head of the Institution. The fellow may be awarded Senior Research Fellowships (SRF) after successful assessment by the Review Committee. A Research Scholar shall be governed by the disciplinary regulations of the host institute. The JRF/SRF/Research Associate (RA) must send a detailed consolidated report of the resea- rch work done during the entire period of Fellowship on completion of the tenure/resignation of the Fellowship at the earliest. The Univer- sity Grants Commission (UGC) has also laid down the norms for fellow- ships and scholarships disbursed by it under various schemes approved by the Commission. Considering the demand for increase in the rates of fellowships and scholarships, both the Ministry of Science and Technology and the UGC have revised these rates. 

(b) & (c): Ministry of Science and Technology has revised the amounts payable to research scholars in the field of scientific research. (d) & (e): Soon after issuance of the above Office Memorandum on revision of fellowship, the Project Investigators working in extramural research projects of Department of Science and Technology (DST), have been advised to pay revised emoluments to research scholars from the available project grant. The fellows getting direct fellowship from DST will be provided enhanced fellowship, including arrears, in the current financial year. Arrears, as applicable have been released w.e.f. 1st October, 2014 (for period 1st October, 2014 to 31st March 2015) during financial year 2015-16. 

The UGC has informed that it has released the arrears on enhanced fellow- ships and scholarships funded by the Ministry of Human Resource Development. Arrears on fellowships and scholarships, disbursed by the UGC, under funding from other Ministries, are being released during 2015-16. 

(f): The UGC has undertaken a uniform hike in all its fellowships and scho- larships, except the rates for Research Associates under Major Research Projects and Special Assistance Programme. This hike is in accordance with the hike announced by the Ministry of Science and Technology.
