SCIENCE AND TECHNOLOGY be pleased to state:-




(a) whether the Government has approved the National Data Sharing and Accessibility Policy and if so, the details thereof and the salient features thereto; 

(b) the number of organizations/departments that have de-classified data under the said Policy and the percentage of de-classification requests that have been approved;

(c) the criteria and circumstances for restricting the release of data under the said policy; and 

(d) whether any measures have been taken in the said policy to address Intellectual Property Rights (IPR) related issues in sharing data and if so, the details thereof?

(a) to (d): A Statement is laid on the Table of the House. 

STATEMENT AS REFERRED IN REPLY TO PART (a) TO (d) OF LOK SABHA STARRED QUESTION NO.419 FOR 6/08/2014 REGARDING `NATIONAL DATA SHARING AND ACCESSIBILITY POLICY` 

(a) Yes Madam. National Data Sharing and Accessibility Policy (NDSAP) was notified on 17th March, 2012. The objective of this Policy is to facilitate the access to Government of India owned shareable data and information in both human readable and machine readable forms through a network all over the country in a proactive and periodically updatable manner, within the framework of various related policies, Acts and rules of Government of India, thereby permitting wider accessibility and use of public data and information. 

(b) 86 Government Ministries/Departments/subordinate offices/organisations have contributed de-classified data sets on NDSAP Portal. The total number of data sets uploaded so far is 9526. No request has been received to de-classify the data from any department. 

(c) Non sharable data as declared by Government Organisations and data / information related to the security and sensitivity of the country. 

(d) Yes Madam. The principles on which data sharing and accessibility need to be based also includes protection of Intellectual Property Rights (IPR).
