Will the Minister of URBAN DEVELOPMENT be pleased to state :

(a) whether the Government of India has made any assessment of the works taken up under Jawaharlal Nehru National Urban Renewal Mission (JnNURM) and if so, the details thereof;
(b) whether the Government has discontinued the research and capacity building components under JNNURM.
(c) if so, the details thereof including the various States/Union Territories in which such research and capacity building programmes are being discontinued and the reasons thereof;
(d) whether the Reforms and Performance Management Cells (RPMCs) which provided expert assistance to urban bodies in infrastructure development and planning under JNNURM is also proposed to be discontinued by the Government and if so, the details thereof; and 
(e) whether measures have been taken by the Government to ensure that the quality of urban planning is not compromised and if so, the details thereof?

STATEMENT

STATEMENT REFERRED TO IN REPLY TO THE LOK SABHA STARRED QUESTION NO. *46 FOR 02.12.2015 REAGRDING “JnNURM”

(a) JnNURM has come to an end on 31.03.2014. Only certain eligible ongoing projects are assisted by Government of India (GoI) for further period of three years on the basis of reports and returns submitted by respective State Governments under the erstwhile scheme of Jawaharlal 00Nehru National Urban Renewal Mission (JnNURM). The implementation of sanctioned projects under JnNURM is done by Urban Local Bodies (ULBs) and para statals under the overall guidance of respective State Governments. The completed projects as well as the projects not eligible for further GoI funding are handed over to State Governments and no further assessment of such works is taken up by the Ministry. 

(b) No Madam. The research and capacity building measures are continued to be supported under the guidelines issued for new schemes and programmes of the Ministry, namely, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart City Mission, Swachh Bharat Mission (SWM), National Heritage City Development and Augmentation Yojana (HRIDAY), Capacity Building for Urban Development (CBUD), etc.

(c) Does not arise. 


(d) Under JnNURM, 185 Reforms and Performance Management Cells (RPMCs) were set-up in 20 States. Out of these RPMCs, those in cities now covered under AMRUT will be re-aligned/renamed as City Management Units (CMMUs). Other AMRUT cities each will also have a CMMU established. In other words, there will be 500 CMMUs covering all 500 AMRUT Cities spreading over 36 States and UTs.

(e) The Government of India has taken significant measures to ensure that quality of urban planning is not compromised. 

Government has issued Urban and Regional Development Plans Formulation and Implementation (URDPFI) guidelines in 2015 which will guide States/UTs/ULBs to formulate land use Master Plan and ensure their implementation. The reform agenda under AMRUT also includes the mandate to ensure that quality of urban planning is not compromised. The list of reforms under AMRUT is enclosed as Annexure. MoUD has been supporting various Capacity Building activities for the States and ULBs through Capacity Building for Urban Development Project (CBUD) supported by the World Bank and 8% budgetary assistance in AMRUT Mission. The realigned Capacity Building Plan has Components of Institutional Capacity Building and Individual Capacity Building which includes following new activities to cater the requirements of the new missions: 

• Individual Capacity Building activities for 500 AMRUT Cities through empaneled training entities. 
• Preparation of Smart Cities Proposals by 100 shortlisted cities through consulting firms 
• Formulation of Master Panning using GIS based mapping for 500 AMRUT Cities 
• Establishment of financial intermediaries at State level 
• Formulation of SPVs in 20 selected Smart Cities 
• Credit rating in AMRUT/Smart Cities 
• User Fees rationalization in AMRUT Cities 
• Property Tax augmentation in AMRUT Cities 
• Advertisement Tax augmentation in AMRUT Cities
