ANSWER
MINISTER OF STATE (INDEPENDENT CHARGE)
IN THE MINISTRY OF TEXTILES
(SHRI SANTOSH KUMAR GANGWAR)

(a) & (b): A year wise allocation and expenditure of fund of the Ministry during first three years of 12th Five Year Plan is given below:
(Rs in crore)
S. No. Year BE RE Actual Expenditure

1 2012 – 13 7000 4500 3623.98
2 2013 – 14 4631 3900 3130.94
3 2014 – 15 4831 3500 3288.82
Total 16462 11900 10043.74

The total expenditure during the first three years of the 12th Plan is Rs.10043.74 cr. which is 61.01% of total BE and 84.40% of RE.

The short fall in achieving target of expenditure is mainly due to receipt of less number of viable proposals from State Governments, operation of the Model Code of Conduct for the general elections, 2014, non-receipt of Utilisation certificate from implementing agency, delay in receiving the environmental clearance of State Government and providing power and water infrastructure.

(c): No Madam.

(d) & (e): Does not arise.
