Mobile Monitoring System under MGNREGS

RURAL DEVELOPMENT be pleased to state:-


(a) whether the Ministry has initiated the Mobile Monitoring System for monitoring the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), in the proposed 10,000 Block/Gram Panchayats across the country, and if so, the details thereof, State/UT-wise including Kerala; 

(b) the details of total number of Block/ Gram Panchayats that have started updating the online database and the total amount of sanctioned funds that have been released so far, State/UT-wise;

(c) whether the heads of all such Block/ Gram Panchayats have received the promised mobile phones, tablets and Personal Computers (PC) along with the necessary training for using these devices, if so, the details thereof and if not, the reasons therefor; 

(d) whether the Ministry has adopted urgent measures to bring all Gram/Block Panchayats under the Mobile Monitoring scheme; and 
(e) if so, the details thereof?

(a)&(b): The Ministry has sanctioned financial assistance for purchase of Tablets of prescribed specification for 10,000 most backward and remote Gram Panchayats of 9 States in FY 2013-14 to provide mobile interface to MGNREGASoft. The aim is to provide data connectivity to the GPs with no IT Connectivity but have mobile connectivity for real time demand capture, allocation of work, generation of e-muster, taking attendance and uploading measurements of works at Gram Panchayat level. State-wise details of Tablets sanctioned and amount released in FY 2013-14 is given at Annexure-I. 

(c): The financial assistance was sanctioned to the States for purchase of Tablets of the prescribed specifications. Necessary instructions were issued to the States for identification of GPs, supply order, training of GP level staff, Post Paid GPRS SIM Card for these Tablets etc. in April, 2014. A workshop for Training to Trainers (ToTs) was arranged at NIRD-PR, Hydrabad for States’ MIS officials and Master Trainer(s) for imparting training by them to Gram Rojgar Sevak (GRS) at Block level. 

(d)&(e): In addition to Tablets for 10,000 backward Gram Panchayats sanctioned in FY 2013-14, Tablets for 25000 Gram Panchayats were also sanctioned in FY 2014-15 for providing mobile interface to MGNREGASoft. State-wise breakup is given at Annexure-II. Further, at present there is no proposal to cover more GPs for mobile interface.
