MICRO,SMALL AND MEDIUM ENTERPRISES be pleased to state:-


(a) whether the Government is aware that even though the filing of the Entrepreneur Memorandum (EM) and issuance of Acknowledgement has been replaced by Udyog Aadhaar Memorandum (UAM) and Udyog Aadhaar Acknowledgement respectively, a majority of MSMEs with EM have not obtained their UAM, if so, the details thereof;

(b) whether the Government propose to make the UAM mandatory for accessing benefits under the Government schemes, if so, the details thereof and if not, the reasons therefor;

(c) whether it is a fact that non-registration of MSMEs is a major cause for the non-implementation of various development schemes, including the Prime Minister Employment Generation Programme (PMEGP), which seek to generate employment and strengthen the MSMEs, if so, the details thereof; and

(d) whether the Government has adopted measures to motivate new MSMEs to register and obtain a UAM and Udyog Aadhaar Acknowledgement if so, the details thereof?

(a) to (d): Filing of Entrepreneur Memorandum(EM) has been replaced by Udyog Aadhaar Memorandum(UAM). Further, UAM registration is an on line one-page exercise which does not take more than 5 minutes. Ministry of Micro, Small and Medium Enterprises(MSME) notified the Micro, Small and Medium Enterprises Development (Furnishing of Information) Rules, 2016 vide Gazette Notification of GSR 750(E) dated 29th July, 2016 mandating furnishing of information in MSME Data Bank by all MSMEs. It is mandatory for accessing benefits of various schemes of the Ministry of MSME.

Under the Prime Minister’s Employment Generation Programme (PMEGP), assistance is provided for setting up of an enterprise. UAM registration could only be taken after an enterprise is set up. The Ministry of MSME has been taking up with the various State Government, Industry Associations, its own field offices and through the field offices of the National Small Industries Corporation Limited(NSIC) for encouraging the registration of UAM and getting entries made in MSME Databank.
